Purpose of this document

This document has been created to ensure that all members of the VATSIM Nepal vACC community abide by such policies described below.

Staff Structure

VATSIM Nepal vACC wishes to ensure smooth and realistic approach, hence, it creates the following staff positions available:

ACCNPL1 – vACC Director

The vACC Director oversees all of the operations of the VATSIM Nepal vACC. Some of their duties are the ability to call meetings and preparation of quarterly reports and any other required reports related to the vACC as per the VATSIM West Asia Director.

The vACC Director shall maintain a rating of no less than C1 and be able to respond to all VATSIM Nepal vACC emails in a timely manner, and is appointed by VATSIM West Asia Divisional director via the VATSIM forum.

ACCNPL2 – vACC Deputy Director

The vACC Deputy Director shall be appointed by the vACC Director, and shall assist the vACC Director in maintaining smooth and proper operations of the vACC. The vACC Deputy Director must maintain at minimum a Student 3 (S3) rating and must be in good standing with the VATSIM Network, as well as be able to respond to VATSIM Nepal vACC E-Mails in a timely manner.

ACCNPL3 – vACC Public Relations Director

The vACC Public Relations Director shall be appointed by the vACC Director and shall be responsible for maintaining accurate records of all members in the official website of the VATSIM Nepal vACC. Also, the vACC Public Relations Director shall be responsible for arrangements for all events that are centered in, involve, or in any way affect the vACC. If an event is scheduled that minimally involves the vACC, the vACC Director shall make all necessary arrangements required of the vACC to participate in the event as per the events paragraph of this document. Specifically, the vACC Public Relations Director must plan and maintain, but not limited to the following events:

  • vACC Online Nights.
  • Create Facebook Group Invitation and other public relations materials for all events.

ACCNPL4 – vACC Training Director

The vACC Training Director shall be appointed by the vACC Director and expected to maintain a minimum rating of C1, while being responsible for the oversight of all training activities as well as creation and maintenance of the testing platform for all of the practical and theoretical examinations in the vACC.

Network Membership

VATSIM Nepal vACC (shortened as ACCNPL) falls under VATSIM Asia Region and VATSIM West Asia Division.

Membership Levels

VATSIM Nepal vACC recognizes the following membership levels within its territorial airspace:

Resident controllers

Members who hold a controller rating and have selected VATSIM Nepal vACC as their home vACC are classified as Resident controllers. They are given the authority to provide Air Traffic Control services at their current ratings, however, they may control at a lower rating if they choose to do so.

Visiting controllers

Members who hold a controller rating, and who operate and are full members of a vACC other than VATSIM Nepal vACC are classified as Visiting controllers. They are given authority to control on approved positions according to their current rating.

vACC Members

Members who hold the “Pilot/Observer” rating and have selected VATSIM Nepal vACC are classified as members of the vACC until otherwise. Members within VATSIM Nepal vACC are encouraged to apply and seek ATC ratings to be able to control.

vACC Mentors / Instructors

VATSIM Nepal vACC members holding the “Mentor” or “Instructor” status, may at any time help the vACC staff by training members by either requesting such status from the vACC staff and are approved or eligible for the Instructor (I1) rating.

Note: INS rating is not permanent. VATSIM Nepal vACC Director and/or his deputy has the authorization to request a downgrade to the previously held rating, based on annual audits at the time they get processed.

vACC Examiners

VATSIM Nepal vACC staff may issue the “Examiner” status to members of the vACC who are continuously assisting in training as an upgrade to allow more efficient process of Controller Practical Testing (CPTs). The examiner shall hold a rating higher than the trainee/examinee, to perform a Controller Practical Test online. Members holding a rating higher than C1 may be appointed as Examiners.

vACC Staff Members

VATSIM Nepal vACC staff members are appointed by VATSIM Nepal vACC Director via position vacancy announcements in the forums, to hold one of the positions mentioned as per the Staffing structure paragraph of this document. The staff is to ensure the smooth operation of the vACC in their respective departments. VATSIM Nepal vACC Director is appointed by VATSIM West Asia Division Director, via position vacancy announcement posted in the VATSIM forums. In extreme rare case of vacant VATSIM West Asia director position, VATSIM Nepal vACC Director is appointed by the acting VATSIM West Asia division director or VATSIM Asia Region.

Approved Ratings and Position Suffixes

Approved Ratings in VATSIM Nepal vACC as follows:

  1. Pilot/Observer
  2. Student 1 (S1) – DEL/GND
  3. Student 2 (S2) – TWR
  4. Student 3 (S3) – APP/DEP
  5. Controller 1 (C1) – CTR
  6. Instructor 1 (I1) – training ability for the following ratings: DEL/GND/TWR/APP/DEP/CTR
  7. Instructor 3 (I3) – See Instructor 1
  8. Supervisor (SUP) – See Instructor 1
  9. Administrator (ADM) – See Instructor 1

While approved positions in VATSIM Nepal vACC are as follows:

  1. _CTR
  2. _APP
  3. _TWR
  4. _GND
  5. _FSS *

VATSIM Nepal vACC has been granted the authority to approve controllers from the vACC to be able to control on ASIA_W_FSS.

Member Rights and Responsibilities

VATSIM Nepal vACC members are expected to be courteous and respectful to other members while controlling on the VATSIM Network. In return, they are encouraged to take part in the vACCs events and be treated fairly.

ATC Training and Examination Requests

VATSIM Nepal vACC members can request training by submitting a ticket to Nepal vACC staff via the VATAME HQ system. Once that is completed, vACC staff will match the student with a mentor/instructor for mentoring when they are able to. Once a student is matched with an instructor/mentor, the student will have 7 days to establish contact with the assigned mentor/instructor. Failure to do so will automatically result in the student needing to re-schedule.

Once the student establishes contact, instructor/mentor will provide an introductory session of what is expected to be read by the student before taking the theoretical examination. However, once the student is confident to take the theoretical examination, the instructor/mentor will provide it within 24 hours and will notify the student of the exam being available.

To progress to the practical examination, the student must successfully complete the theory examination with a minimum mark of 80% as well as the mentor/instructor’s recommendation to take the practical examination.

Sweatbox Server

No member of the VATSIM Nepal vACC community, classified as a resident or visiting controller to be allowed to use the sweatbox server at any given time, without prior approval of the vACC Director and/or his deputy. Also, to ensure that the vACC and the Controller Practical Testing gets the most exposure, sweatbox can be used as a backup method of providing the practical exam after receipt of the approval from ACCNPL1 and ACCNPL2.

Solo Validations

Solo validations are provided to eligible S3 and C1 students who are approaching their practical examinations. Solo’s are authorized and shall bear the following:

  • Practical Examination Scheduled and confirmed by the local instructor
  • Deemed to be competent in any part of the S3 or C1 training
  • Maximum time of 30 days
  • Renewable up to 90 days (3 months) if the candidate used and improved during the validity of the solo validation (e.g. going online more often)
  • Subject to on-going review with the assigned instructor/mentor

Solo validations are subject to removal if the controller has been found in violation of the Code of Conduct and Code of Regulations.

Official Communication Server

VATSIM Nepal vACC has been provided a Discord Category for it’s membership use.

Few rules and guidelines apply as follows:

  1. Members using our discord server shall be respectful and courteous
  2. No religious, political and any offensive discussions as deemed by the VATSIM Nepal vACC staff
  3. The use of this discord server is for official VATSIM Nepal vACC use (such as coordination when controlling in events or discussions while flying together)
  4. Members electing to use the vACC Discord Server shall be expected to use the following format: John Doe – XXXXXXX

To ensure that we’re creating a friendly environment, we encourage members to send an email to welcome@nplvacc.com if they suspect a member has been involved in misconduct for investigation with acceptable proof of details (ex: screenshots) within 24 hours. Members deemed in violation of the above rules will face a written warning of such. If a repeated offense is evident, we will resort to banning such member on a temporary basis. If a repeated offense is still evident, the said member will be banned from using Discord permanently.

Controller Bookings

VATSIM Nepal vACC controllers (whether resident or visiting) may book an ATC position online via http://www.atcbooking.com/ or via the VATAME HQ ATC Booking system. If there is a controller logged on, both controllers must coordinate and result in an agreement of change in position.


In any scenario, VATSIM Nepal vACC staff shall always be the first point of contact who will try to resolve matters in an amicable manner. However, members are also encouraged to report any misconduct by any member whether a controller or another pilot to the available supervisor on the network. If no supervisor is available at the time of the incident, a member shall send their matters via e-mail to VATSIM Nepal vACC and VATSIM West Asia Division for further processing.


Events involving VATSIM Nepal vACC shall be sent to the vACC via e-mail at welcome@nplvacc.com at least 3 weeks prior to the event taking place for proper advertisement on all our media platforms for best exposure.

Events planned by VATSIM Nepal vACC shall send the official details to the applicable vACCs at least 2 months prior to the event taking place for proper advertisement and approval of all event details.

Controller Practical Testing

To ensure that our controllers are examined to high standards, our controller practical examinations are held live on the VATSIM Network. However, for any reason including wrongful failures, VATSIM Nepal vACC allows student controllers to request their practical examination via sweatbox. If the student is deemed competent, the student will receive his upgrade.
